In early 2024, President Joko Widodo signed a Presidential Instruction requiring coordinated, integrated action to close gaps in access to services. It covered national ministries — National Development Planning, Public Works and Housing, Finance, Home Affairs, Health, and Environment — as well as regional and local government leaders.
