When Liberia’s Civil War ended in 2003, three-quarters of the population lacked access to safe drinking water. Cholera outbreaks and a lack of critical infrastructure threatened the country's recovery. President Ellen Johnson Sirleaf made water and sanitation a priority of her presidency when she took office in 2006, and the country's first President Compact, which created a National WASH Commission, was signed in 2011.
